The ROM is that NEC chip branded “Hayes”. After much research, it turns out that it is a 4K ROM. Mask ROM (U)PD2332B-1 made by NEC. After much frustration I took it out of it’s socket and cleaned it (as well as the socket. And prepared to dump it. Pictures:
